Hungary’s candidacy for a non-permanent seat on the United Nations Security Council
Hungary has put forward its candidacy for a non-permanent seat of the United Nations Security Council for the period 2012-2013. In the past, Hungary has been a non-permanent member of the Security Council on two occasions: first in 1968-1969 and then, almost twenty years ago, in 1992-1993. During Hungary’s last term which proved to be particularly intense and challenging, given the acute situation in our immediate neighbourhood, the Balkans, Hungarian diplomacy accumulated a considerable amount of valuable experience in the fields of conflict-management and conflict-resolution. Hungary’s geographical position, its significant expertise gained in the areas of democracy-building and the rule of law will also undoubtedly serve as a good basis for its effective contribution to the work of the Security Council. The elections will be held in the autumn of 2011 in the United Nations General Assembly.
Objectives pursued by Hungary in the United Nations
- Reconciliation of the principle of rule of law and traditional values of societies with diverse heritage
- Protection of the values of cultural and religious diversity
- Protection of human rights by making use of Hungary’s membership in the Human Rights Council of the United Nations, its experience in hosting the annual Budapest Human Rights Forum and the establishment of the Budapest-based International Centre for the Prevention of Genocide and Mass Atrocities
- Promotion of gender equality while maintaining the cohesion of societies
- Equality of big, small and medium-size countries
- Overall reform of the United Nations with the aim of creating a more coherent, effective and transparent global organisation
- Furthering the respect of the rights of civilians, including the principle to protect them from mass violence and, notably, from genocide
- Promotion of the cause of disarmament, relying on the considerable Hungarian experience in the field
- Contribution to conflict prevention, peacekeeping and peace support operations both in traditional and innovative ways, such as the organisation of “Train the Trainers” courses
- Development cooperation with profound consideration given to the requirements of sustainable development
- Commitment and contribution to the improvement of health, education and sports as factors for social stability and security
- Fostering the international cooperation in dealing with the challenges of climate change and the promotion of green economy
