We kindly draw your attention, that as a rule our Consulate will accept applications from non-Turkish citizens - only in case they possess a valid residence permit issued by the Authorities of the Republic of Turkey. There are several exemptions, in the case there is no visa-issuing Hungarian consulate in a Non-Turkish citizen's country, and Hungary has not signed a visa representation agreement with an EU country, to issue visas in Hungary's name in that country (for instance in the case of Iraq, Nigeria - but only before 1st January 2013), the citizen's of that country can apply at any consulate of Hungary.
