Consular matters
Below please find information about consular matters based on the experience of the Hungarian Embassy in Damascus, relating to the concerns of Hungarian citizens living in Syria:
Nationality:
Nationality inquiry must be started whenever the passport has expired for more than 6 months. An application must be made for nationality inquiry by filling in the regular printed form, as an enclosure with the passport application, as follows:
Documents to be presented:
the expired passport (or the photocopy of the data page)
a Hungarian birth certificate (or its copy)
the filled in and signed “Application for confirming nationality” form (it can be obtained in the Embassy)
Fee: 70,- EUR (The fee contains the duty of the Hungarian authority, the consular fees, and the cost of sending the finished document abroad
Passport
Important!
The renewal of an expired passport is not possible; a new passport must be applied for.
Unlike the usual routine in Syria infants cannot be registered in the parent’s / parents’ Hungarian passport.
Documents to be presented for new passport applications:
a copy of the filled in and signed passport application form (may be received in the Embassy)
2 passport-size (3,5cm × 4,5cm) colored photographs which should not be more than a month old
a photocopy of the passport’s data page, which is either valid or expired within six months
In the case of children below 18, both parents must appear in person in the Embassy to hand in the application, and they must each sign in person the passport application form in front of the person entitled to authentification.
Fees:
if the applicant is below 18 or above 70: 40,- EUR
if the applicant is above 18 and under 70: 60,- EUR (passport valid for 5 years)
in the case of a lost or damaged passport the new passport application: 115,- EUR (Fees contain the duty of the Hungarian authority for the new passport, the consular fees, and the cost of sending the new passport abroad.)
Registry
Hungarian registration (in Hungary) of birth, marriage or death of a Hungarian citizen abroad (in Syria).
(The registration of divorce, see separately)
the original birth, marriage, death certificate issued by the competent Syrian authority (on the evidence of which they apply for native registration) and authenticated by the Syrian Foreign Ministry and, if possible, with an English translation.
For the Hungarian registration of birth:
a photocopy of the Hungarian parent’s valid Hungarian passport data page, and his or her Hungarian birth certificate (or its copy)
a photocopy of the Syrian parent’s valid certificate, suitable for identification
the parents’ Hungarian marriage certificate (or its copy)
a copy of the filled in and signed application form (which can be received in the Embassy)
if the parents are not married a “paternal acknowledgment” must be presented
For the Hungarian registration of marriage:
a photocopy of the Hungarian party’s valid Hungarian passport data page, and his or her Hungarian birth certificate (or its copy)
a photocopy of the Syrian party’s valid certificate data page, suitable for identification, the Syrian birth certificate (authenticated by the Syrian Foreign Ministry)
For the Hungarian registration of death:
passport of the deceased Hungarian citizen (or copy of the data page)
his or her Hungarian birth certificate (or its copy)
a photocopy of the deceased person’s valid certificate data page, suitable for identification
in the case of husband or wife a copy of the Hungarian marriage certificate
Fees: 35,-EUR per certificate (Fees contain the consular fees and the cost of sending the finished certificate abroad
Attention!
The original Syrian documents presented for the Hungarian registration and sent to the Hungarian authorities will not be returned to the applicants by the Hungarian authorities.
Authentication
Authentication of official signature or stamp: we generally confirm the official signature and stamp of the Syrian Foreign Ministry.
Fee: 20,- EUR
Authentication of individual sign - the applicant must sign the presented document in front of the consul.
Fee: 30,- EUR
Authentication of copy – authentication of the copy of the original document made by the applicant (the original document must be presented)
Fee: 15,- EUR
Authentication of translation – authentication of a translation made by the applicant (the original document must be enclosed)
Making authentic translation – authentication of a translation made of the presented document by the Embassy (the original document must be enclosed)
Fee: 35,- EUR
Other matters
Declaration of paternal acknowledgment
Paternal acknowledgment of the child in case the parents are not married (it is needed for the Hungarian registration of the child).
A A filled in and signed declaration form (which can be received in the Embassy)
A photocopy of the Hungarian parent’s valid Hungarian passport data page, and his or her Hungarian birth certificate (or its copy)
A photocopy of the Syrian parent’s valid certificate, suitable for his identification and the original Syrian birth certificate
Other certificates
Return home document (it substitutes a lost or destroyed passport, entitling the encumbent for one journey)p>
In the case of losing a Hungarian passport, the statement made at the Syrian police must be enclosed.
On demand you need to present:
3 coloured passport-size photographs
another official Hungarian document suitable for identification
in the case of lacking such documents, the declaration of a Hungarian citizen who accompanies the applicant and confirms his or her Hungarian nationality
