Agriculture The Presidency will present its progress report on the CAP reform. It reflects to the process achieved in the field of direct payments, rural development, single common market organisations and the horizontal regulation.On any other business points the Commission will inform the member states about the implementation of the wine reform and about the conclusions made by the High Level Group on wine. As a request from Bulgaria, a common declaration on coupled support will be on the agenda. Than the Presidency will inform the ministers about the conclusions, which made by the International Conference on the Movement of Exotic Animals. Germany requested to discuss the sugar production levies between 2002-2006. Finally the Commission will inform the Council about the second soft landing report on the evaluation of the market situation and the consequent conditions for smoothly phasing out the milk quota system.FisheriesThere are four fisheries related points on the agenda of the Council in December 2012. Traditionally, during this council will be determined the fishing opportunities for 2013 available to EU vessels for certain fish stocks and groups of fish stocks in EU and non-EU waters. Additionally the fishing opportunities for 2013 for certain fish stocks and groups of fish stocks applicable in the Black Sea are going to be agreed. Moreover, the regulation of the European Parliament and of the Council amending Council Regulation (EC) No 1342/2008 of 18 December 2008 establishing a long-term plan for cod stocks and the fisheries exploiting those stocks is going to be modified.
